China PC strand AD order continues after sunset review; margins up to 193.55 percent

Vietnam tissue paper using Chinese jumbo rolls: circumvention inquiry starts; suspension continues

China-origin foil containers from Indonesia and Malaysia face circumvention inquiries
Liquidation remains suspended for entries of products subject to these circumvention inquiries that were already suspended under the antidumping and countervailing duty orders, with cash deposits at the rates that would apply if Commerce determines the products are covered. Commerce initiated country-wide inquiries on August 6, 2026, covering disposable aluminum containers, pans, trays, and lids completed in Indonesia or Malaysia with Chinese-origin aluminum foil and exported from those countries to the United States. The operative scope turns on the goods' production and export path: aluminum containers assembled or completed in Indonesia or Malaysia using Chinese-origin foil are subject to the inquiries, while the notice does not yet determine that every such product falls within the orders. China corrosion inhibitors: AD/CVD orders continue and cash deposits remain due
Antidumping and countervailing duty orders on certain corrosion inhibitors from China continue effective August 4, 2026, after Commerce and the ITC determined that revocation would likely lead to renewed dumping, countervailable subsidies, and material injury. CBP will continue collecting AD and CVD cash deposits at the rates in effect when the covered merchandise enters. The scope reaches tolyltriazole and benzotriazole from China in all grades and forms, including sodium salts, flakes, granules, pellets, prills, needles, powder, and liquids. It also covers those products mixed or combined with other products, including combinations made in third countries, but only the subject-merchandise component is covered. A mixture is excluded when the combined tolyltriazole or benzotriazole component is less than 5 percent on a dry-weight basis, and a chemically transformed product is excluded when the component can no longer be separated. German CTL plate: preliminary 0.00% dumping margin and comment deadlines
Dillinger's preliminary weighted-average antidumping margin for German carbon and alloy steel cut-to-length plate is 0.00% for the May 1, 2024, through April 30, 2025 period. Commerce states that the final results will determine assessment of appropriate entries, while cash-deposit requirements will apply to shipments entered or withdrawn for consumption on or after publication of the final results. The preliminary result therefore does not itself establish the final duty rate. The notice reaches interested parties in this review, not every importer of German steel. Case briefs are due 21 days after publication, rebuttal briefs are due five days after the case-brief deadline, and hearing requests are due within 30 days after publication; filings must be received successfully in ACCESS by 5:00 p.m. Eastern Time on the applicable deadline. India and China products receive mixed AD/CVD scope rulings
Coverage under specified antidumping and countervailing duty orders changes for identified products from India and China as of August 6, 2026. Commerce found that precision-machined stainless steel ring-shaped components from India are preliminarily within the stainless steel flanges orders, while specified Chinese products are either covered or excluded under the applicable orders. For China, eighteen models of certain cut plate flanges are outside the forged stainless steel flanges orders because they undergo a distinct manufacturing process and are not forged, and certain wrought magnesium extrusions used for concrete and asphalt finishing tools are outside the magnesium metal antidumping order because that order covers unwrought products. By contrast, sixty-one passenger vehicle and light truck tire models are covered by the China tire orders because the tires bear an “LT” suffix; the TRA Yearbook exclusion applies only to tires without that marking. The notice also invites comments on the completeness of the scope-rulings list, but it states no comment deadline.

China fiberglass door panels face AD up to 147.85% and CVD up to 186.46%
Antidumping and countervailing duty orders now apply to covered fiberglass door panels from China, with the notice applicable August 6, 2026. CBP will require cash deposits when the ITC's final affirmative injury determination is published in the Federal Register, using producer- and exporter-specific AD rates from 41.82% to 104.31% and a China-wide rate of 147.85%, adjusted cash-deposit rates from 41.79% to 104.08% and 147.82%, and CVD subsidy rates from 58.50% to 186.46%, with an all-others CVD rate of 60.64%. The scope covers fiberglass door panels and sidelites, finished or unfinished, assembled or unassembled, pre-hung or included in an entry door system, when the fiberglass skin was pressed in China. Third-country filling, trimming, cutting, drilling, painting, finishing, assembly, or similar processing does not remove the panels from scope, and panels remain covered when imported with door components or accessories; those components and accessories are not themselves covered. Products covered by the cited China wood mouldings and millwork orders or the cited China float glass orders are excluded, and the written scope controls over the listed HTSUS numbers. Covered entries are subject to different provisional-measures treatment: AD entries from July 21, 2026, through the day before publication of the ITC final injury determination are liquidated without AD, while CVD entries from December 19, 2025, through the day before that publication are liquidated without CVD; suspension and cash collection resume on the publication date. Interested parties seeking inclusion on the annual inquiry service list must submit an entry of appearance in the order's ACCESS segment within 30 days after publication, or by September 5, 2026. Commerce will create the list segment within five business days of publication and will finalize the list within five business days after the appearance period. The notice makes the ITC final-injury-determination publication the operative date for renewed suspension and cash deposits, but it does not state that Federal Register publication date; parties must therefore track the Commerce and CBP instructions that implement the orders.
