Cotton fibers: 2,500-kilogram AUSN 10 quota opens
A 2,500-kilogram tariff-rate quota applies to fibers of cotton processed but not spun under Chapter 52, Additional U.S. Note 10, for the quota period beginning September 11, 2026. The quota uses HTSUS groups 5203.00.1000 and 5203.00.3000. Cotton card strips: 3,335,427-kilogram quota opens with first-come filing rules
A 3,335,427-kilogram quantitative limitation will govern covered cotton card strips during the September 20, 2026, through September 19, 2027, quota period, with a 2,300,000-kilogram Any Country/Area restraint level and specified minimum access levels for listed countries. Indonesian wind towers: Kenertec at 0%, all others at 8.53%
A zero percent antidumping margin now applies to PT. Kenertec Power System for the August 1, 2023, through July 31, 2024 period of review, and Commerce will instruct CBP to liquidate appropriate reviewed entries without regard to antidumping duties. For future shipments, the cash-deposit requirements take effect on August 13, 2026: Kenertec's rate is 0.00 percent, while the all-others rate remains 8.53 percent. The rule reaches utility scale wind towers from Indonesia covered by the antidumping order. The new deposit treatment turns on the exporter, producer, and whether the merchandise is entered or withdrawn from warehouse for consumption on or after August 13, 2026: companies covered in a prior completed segment retain their most recently published company-specific rate, a covered producer's rate applies when the exporter is not covered, and all other producers or exporters receive 8.53 percent. For period-of-review entries produced by Kenertec where Kenertec did not know the merchandise was destined for the United States, CBP will use the 8.53 percent all-others rate for unreviewed entries if no intermediate-company rate exists. Commerce intends to issue assessment instructions no earlier than 35 days after publication, and a timely summons followed by a request for a statutory injunction can delay liquidation while the 90-day request period runs.

Cheese subsidy update lists Canada at $0.47 per pound and opens comments
Comments on the quarterly subsidy update are due by September 30, 2026, creating a filing deadline for parties with information about foreign-government subsidy programs benefiting cheese subject to an in-quota rate of duty. The update covers cheese imported from January 1 through March 31, 2026, and its appendix reports currently available gross and net subsidy amounts by country and program. Korean wire rod review preliminarily sets POSCO margin at 0.00 percent
A 0.00 percent preliminary weighted-average dumping margin applies to POSCO and POSCO International Corporation for the May 1, 2024, through April 30, 2025 period of review. Commerce has not issued final results, so this preliminary margin does not yet establish the final assessment or cash-deposit rate. Interested parties may request a hearing through ACCESS within 30 days after publication, and Commerce states that final results are due no later than 120 days after publication unless extended. The review covers subject hot-rolled carbon and alloy steel wire rod from Korea, generally in coils, of approximately round cross section and less than 19.00 mm in actual solid cross-sectional diameter; the complete scope is in the Preliminary Decision Memorandum. The order was previously revoked in part for grade 1078 and higher tire cord quality wire rod used to produce tire cord wire and for valve spring quality wire rod. For covered entries produced by POSCO during the review period where POSCO did not know the merchandise was destined for the United States, Commerce states that the reseller-policy assessment rate would be 41.10 percent if no intermediate-company rate applies. If the final POSCO margin is zero or de minimis, appropriate entries would be liquidated without antidumping duties; importers also must file reimbursement certificates before liquidation or risk double-duty assessment.
