China WTO compliance comments open with import-regulation issues and September 17 deadline
Written comments, requests to testify, and written testimony on China's compliance with its WTO commitments are due by September 17, 2026, at 11:59 p.m. EDT. USTR is seeking submissions for its annual report to Congress, and the requested subjects expressly include import regulation, including tariffs, tariff-rate quotas, quotas, and import licenses. This creates a filing opportunity and deadline for parties whose customs interests are affected by China's practices; it does not itself impose a new U.S. duty or change an entry rule. The filing window reaches any person or organization submitting views on China's WTO commitments, including issues involving import regulation. Submit in English through Regulations.gov using docket USTR-2026-0496, and identify the submission as a 2026 China WTO Compliance Report comment, request to testify, or written testimony. USTR may not consider submissions that do not follow its instructions, and requests to present oral testimony and written testimony must be filed by the same September 17 deadline. The public hearing will convene on September 30, 2026, at 9:30 a.m. EDT; testimony is limited to five minutes and must not include business confidential information.
