Quartz Surface Products quota HTS update: 16 tariff and 53 ABI records
Quartz Surface Products quota HTS treatment has been updated through HSU 2620, which contains 16 harmonized tariff records and 53 Automated Broker Interface records. CBP states that the update implements the quota HTS changes associated with Federal Register notice 2026-15975, published August 5, 2026. The bulletin identifies the records changed but does not state an effective date or reproduce the revised tariff data. The stated subject is the Quartz Surface Products quota, so entries and ABI transmissions involving that quota are the relevant population; the bulletin does not identify a change for unrelated goods or filings. It does not provide the affected subheadings, quota quantities, rates, exceptions, or entry-date transition rules, so this bulletin alone cannot resolve whether a particular entry receives quota treatment. The referenced Federal Register notice governs those details, and CBP directs quota questions to its Headquarters Quota and Agriculture Branch.

Indian stainless steel flanges: final review rates of 0.60% and 50.72%
Cash deposit rates for stainless steel flanges from India changed on August 20, 2026: 0.60 percent for Chandan Steel Limited and companies not selected for individual examination, and 50.72 percent for BFN/Viraj. Commerce made those rates effective for shipments entered, or withdrawn from warehouse, for consumption on or after the publication date, and directed CBP to assess antidumping duties on appropriate entries for the October 1, 2023, through September 30, 2024 period. The notice reaches covered stainless steel flanges from India, with the complete scope governed by the Issues and Decision Memorandum. Chandan receives importer-specific assessment rates; the non-selected companies receive the review-specific rate; and BFN/Viraj entries are assessed using the 50.72 percent margin. If Chandan did not know an intermediary's sale was destined for the United States and no rate exists for the intermediary, CBP will liquidate those entries at 7.00 percent. Other cash-deposit cases follow the company's most recently completed segment rate, the producer's rate where applicable, or 7.00 percent for all other producers or exporters. Commerce intends to issue assessment instructions no earlier than 35 days after publication; if a timely summons is filed, relevant liquidation is held while the statutory-injunction request period remains open, which expires 90 days after publication.

China vertical shaft engines: AD/CVD orders continue with cash deposits at entry
The antidumping and countervailing duty orders on covered large vertical shaft engines and parts from China continue effective August 11, 2026. CBP will continue collecting antidumping and countervailing duty cash deposits at the rates in effect at the time of entry. The notice does not establish a new numeric rate; the operative rule is continued collection for subject merchandise. The orders reach spark-ignited, non-road, vertical shaft engines, finished or unfinished, with displacement from 225 cc through 999 cc, including engines used in riding or zero-turn lawn mowers and other listed non-hand-held outdoor power equipment. They also cover specified unfinished-engine component groupings and remain applicable when the merchandise lacks EPA certification or has dual certification under the cited standards. The written scope controls over the listed HTSUS provisions, while merchandise outside that written description is not resolved by tariff classification alone.
