FTZ entry type 06 PSCs rejected when they modify IEEPA HTS
A Post Summary Correction for a Foreign Trade Zone entry type 06 cannot modify the IEEPA HTS. CBP added ACE error F883, “PSC NOT ALLOWED TO MODIFY IEEPA HTS,” and deployed the validation to both the CERTIFICATION and PRODUCTION environments on August 21, 2026. A PSC that makes any such modification is prevented from being submitted. The validation reaches PSC transmissions for FTZ entry type 06 and turns on the entry-type and filing-type axes: a PSC for that entry type that modifies the IEEPA HTS in any way is blocked, while the bulletin does not identify a comparable restriction for other entry types or filings. Filers encountering the error should direct technical questions to their assigned Client Representative; the bulletin also identifies ESAR for questions or concerns.
