CBP ends air-manifest filings for truck-arriving cargo on November 24
Air manifests may no longer be used for cargo arriving at the border by truck under CBP’s “Flying Trucks” process. CBP rescinded support immediately, while setting November 24, 2026, as the termination date after a 90-day transition period. The change requires electronic manifest information to match the actual transportation mode under 19 CFR § 123.92. The transition reaches express carriers and other stakeholders currently participating in the “Flying Trucks” process, and it concerns future cargo arrivals presented by truck at the border. During the transition, those carriers must update systems and procedures so the cargo is supported by the required truck manifest rather than an air manifest. Transmissions that do not reflect the actual mode may lead to delays, penalties, or other federal enforcement actions; the source states no separate exception for participating cargo.

Foreign-produced bulk-power equipment faces conditional import prohibition
Importation of covered foreign-produced bulk-power system electric equipment is conditionally prohibited for transactions initiated after August 26, 2026, when the Secretary of Energy determines that the equipment or associated software, firmware, services, or remote-access capability is supplied by a Covered Foreign Entity and presents one of the specified unacceptable risks. The order also reaches acquisition, transfer, and installation, and permits exceptions through statutes, regulations, orders, directives, or licenses issued under the order. The scope turns on the equipment, supplier, transaction date, and Secretary of Energy determinations. Covered goods can include listed substation, generation, control, protection, storage, inverter, and related equipment, while items outside the listed categories or with broader unrelated applications are outside the stated scope. Equipment acquired or installed before August 26, 2026 is not subject to the section 2(a) import prohibition on that basis, but the Secretary may impose conditions on its continued use, operation, maintenance, servicing, or updating. The order does not yet identify the particular covered foreign entities, equipment, vendors, or licensing procedures, so those later determinations and rules will decide whether a specific entry is barred.

Lean beef trimmings from other countries: 300,000-metric-ton temporary TRQ
An additional 300,000 metric tons of lean beef trimmings from other countries or areas may enter under the beef tariff-rate quota for calendar year 2026. The change applies to entries effective September 1, 2026, and adds in-quota quantity rather than changing the stated duty rates for the new HTSUS heading. The authority places the change in Additional U.S. Note 3 to Chapter 2 and heading 9903.54.02. (White House) The measure reaches lean beef trimmings entered for consumption or withdrawn from warehouse for consumption under statistical reporting numbers 0201.30.5091, 0201.30.5097, 0202.30.5091, and 0202.30.5097. The 300,000 metric tons are allocated entirely to “other countries or areas,” administered first come, first served in three 100,000-metric-ton tranches, and available only within the stated tranche periods; the separate 80,000-metric-ton Argentina quantity established earlier is not affected.
