Beef: 300,000-metric-ton in-quota TRQ increase opens in three tranches
The 2026 beef tariff-rate quota increases by 300,000 metric tons for lean beef trimmings classifiable under HTSUS statistical reporting numbers 0201.30.5091, 0201.30.5097, 0202.30.5091, and 0202.30.5097. The additional quantity is available at the in-quota rate in three 100,000-metric-ton tranches: September 1 through September 30, October 1 through October 30, and October 31 through November 30, 2026, or until the quantity is filled for the final tranche. The program is allocated entirely to “other countries or areas” and is administered on a first-come, first-served basis. (CBP, Aug 26, 2026; White House, Aug 26, 2026) Entries may be submitted from 12:01 a.m. local port time on the applicable opening date, but official quota operating hours are 8:30 a.m. to 4:30 p.m. local port time on business days, excluding weekends and federal holidays. Filers must report 9903.54.02 as the first tariff number, followed by the applicable in-quota Chapter 2 number, and use an authorized in-quota entry type: 02, 06, 07, 12, 23, 32, 38, or 52. ACE assigns the presentation date when the entry summary is error-free, payment or statement scheduling information is transmitted, and shipment arrival information reaches ACE. Entries exceeding a tranche limit are prorated, and the overage pays the high rate of duty rather than rolling into a later tranche. The quota may also be subject to antidumping or countervailing duties, forced-labor measures, Section 232 duties, or other duties. (CBP, Aug 26, 2026) The additional quantity reaches beef from the “other countries or areas” described in Additional United States Note 3(b) to Chapter 2 of the HTSUS. That note governs which countries or areas fall within the allocation, so the supplied materials do not resolve eligibility for a particular origin beyond that description. The proclamation states that the separate increased in-quota quantity allocated to Argentina under Proclamation 11010 is unaffected. (CBP, Aug 26, 2026; White House, Aug 26, 2026) The Secretary of Agriculture and the United States Trade Representative must monitor whether covered imports are sold 25 percent below the market price for lean beef trimmings. If they determine that the price condition is not met, they must notify the President, who may eliminate the remaining increased in-quota quantity. The Trade Representative may also determine that further HTSUS modifications are necessary and publish them in the Federal Register, including technical or ministerial corrections. (White House, Aug 26, 2026)

ASF A44 ACH payment authorizations may be resubmitted after error resolution
Recent ASF A44 errors on ACH Payment Authorizations have been resolved, and affected authorizations should be resubmitted. CBP issued this operational instruction through its Cargo Systems Messaging Service on August 31, 2026, so filers should retry the affected payment authorizations rather than treat the error as continuing. The instruction reaches ACH Payment Authorizations that recently generated error ASF A44. Once the issue is resolved, the required next step for those authorizations is resubmission. The bulletin does not identify a new duty, entry-classification rule, merchandise scope, exception, or separate treatment for other filing transmissions.

Copper entry summaries will require smelt and cast countries in ACE
Beginning September 14, 2026, ACE will reject entry summaries for covered copper articles when the primary country of smelt and country of cast are not reported. CBP will return the F794 ADDTNL DEC TYPE RQRD FOR ARTICLE message as a fatal error when the required copper 54 record type 12 is missing. This changes the filing validation outcome for those entries. The requirement applies to certain copper articles from all countries of origin other than the United States, entered under HTSUS 8544.42.10, 8544.42.20, 8544.42.90, and 8544.49.10. Importers must report the primary country of smelt and country of cast on the entry-summary line and may report the secondary country of smelt; if a required country is unknown, the importer may report “OTH.” Entries outside those stated classifications or involving U.S.-origin goods are not identified by this notice as subject to the stated reporting requirement.

Pure magnesium from China gets amended antidumping results
The amended final results for the antidumping review of pure magnesium from the People's Republic of China follow a court decision that was not in harmony with the prior final results. The notice therefore signals a change to the review outcome that may affect the duty treatment of covered imports, but the retrieved official text does not state the amended rate or the date on which any revised treatment operates. The notice's title identifies the product and country involved, but the retrieved material does not disclose which entries, respondents, liquidation instructions, cash-deposit treatment, or other customs actions are changed. It also does not identify any exceptions or transition rule. The access-blocked source must be consulted before a filer can determine whether a particular pure-magnesium entry is covered or what amount is owed.

China ammonium sulfate scope ruling amended after court decision
The final scope ruling for ammonium sulfate from the People's Republic of China was amended pursuant to a court decision, as announced in the Federal Register on September 1, 2026. The supplied record does not state the revised scope or the court's underlying disposition. The identified development concerns the scope of a U.S. trade-remedy proceeding involving ammonium sulfate from China, but the accessible source does not identify the goods, entries, classifications, or parties reached by the amended ruling, nor does it state any exception or required filing action. The Federal Register page supplied here contains only an access message rather than the notice text. The amended scope, its operative treatment for entries, and any consequences for liquidation, assessment, or cash deposits therefore cannot be resolved from this packet.
