China and Vietnam lawn mower AD/CVD orders revoked for entries from July 13, 2026
The antidumping duty orders covering certain walk-behind lawn mowers from China and Vietnam, and the countervailing duty order covering those goods from China, are revoked. Commerce states that it intends to instruct CBP to terminate suspension of liquidation for covered merchandise entered, or withdrawn from warehouse, on or after July 13, 2026, the fifth anniversary of the orders. Entries before that effective date remain subject to suspension and AD/CVD deposit requirements, and Commerce may conduct administrative reviews of those earlier entries if a review request is properly filed. The scope turns on the written merchandise description, not solely on tariff classification. It covers certain finished or unfinished, assembled or unassembled rotary walk-behind lawn mowers powered by internal-combustion engines rated below 3.7 kilowatts, including qualifying goods that lack specified safety or emissions certification. Goods typically entered under HTSUS 8433.11.0050, 8407.90.1010, or 8433.90.1090 may fall within the orders, but the written scope is dispositive. A mower containing an engine covered by the separate China small-vertical-engine orders is excluded while those orders remain in effect; if those engine orders are terminated, the mower becomes covered by these orders.

Brass rod from Brazil: preliminary 22.07% dumping margin
A 22.07 percent estimated weighted-average dumping margin now applies preliminarily to Termomecanica Sao Paulo S.A. for the December 1, 2023, through May 31, 2025 period. Commerce states that the margin is preliminary; the final results will establish the rate used for assessment and the company's cash-deposit treatment. Commerce will disclose its calculations within five days after public announcement or, absent one, within five days after publication. The review covers brass rod from Brazil produced or exported by Termomecanica, with the complete product scope in the Preliminary Decision Memorandum. Interested parties must file case briefs in ACCESS by September 29, 2026, 21 days after publication; rebuttal briefs are due by October 4, 2026, five days later, and a hearing request is due by October 8, 2026, within 30 days after publication and by 5:00 p.m. Eastern Time. The reimbursement certificate for relevant entries during the review period must be filed before liquidation, or Commerce may presume reimbursement and assess double antidumping duties. The preliminary margin does not itself set the final assessment or cash-deposit rate. After final results, Commerce will determine assessment and instruct CBP; cash-deposit requirements for shipments entered or withdrawn for consumption begin on publication of the final results, with a zero rate if the applicable final rate is below 0.50 percent and an all-others rate of 22.78 percent for other manufacturers or exporters, subject to the company-specific rules stated in the notice.
