Section 338 ACE validation corrected to exemption HTS 9903.03.15
ACE now identifies exemption HTS 9903.03.15 as not allowed for a Section 338 entry-summary line when no appropriate dutiable Chapter 99 HTS is reported on that line. CBP says this correction was deployed in both the certification and production environments on August 26, 2026, replacing the applicable number stated in the earlier update. (CBP / CSMS, Aug 26, 2026) The rule reaches ACE entry-summary filings that use an exemption HTS for Section 338. A filing using 9903.03.15 without an appropriate dutiable Chapter 99 HTS on the same line triggers error F884; the notice does not state a separate carve-out for another entry type, commodity, or filer. Polyvinyl alcohol from Japan and China: AD orders continue
Antidumping duty orders on covered polyvinyl alcohol from Japan and the People's Republic of China continue effective September 11, 2026. U.S. Customs and Border Protection must continue collecting AD cash deposits at the rates in effect when the subject merchandise enters. The notice does not state a new numerical rate; the applicable rate remains the rate otherwise in effect at entry. The rule reaches PVA hydrolyzed in excess of 80 percent, including material mixed or diluted with commercial levels of defoamer or boric acid, that is imported from Japan or China. It excludes the 15 listed categories, including PVA in fiber form, specified hydrolysis and viscosity combinations, certain certified end uses, and specified covalently bonded products; the written scope description controls over the HTSUS reference. Merchandise currently classifiable under HTSUS subheading 3905.30.00 is within the stated customs classification reference, but classification under that subheading alone does not resolve whether the goods are covered.

Algerian wire rod subject to 73.33% CVD cash deposits
A 73.33% ad valorem countervailing duty cash-deposit rate now applies to covered carbon and alloy steel wire rod from Algeria. Commerce assigned that rate to SPA Algerian Qatar Steel and to all others, and the CVD order operates from September 18, 2026. CBP is to suspend liquidation and collect the deposit at the same time the importer deposits estimated customs duties. The rule reaches subject wire rod entered, or withdrawn from warehouse for consumption, on or after September 18, 2026. It covers certain hot-rolled carbon and alloy steel products in coils with an actual solid cross-sectional diameter below 19.00 mm, but excludes stainless, tool, high-nickel, ball-bearing, concrete-reinforcing, and specified free-cutting steel products. The written scope controls; the listed HTSUS subheadings are provided for convenience, and products under 7213.90.0090 or 7227.90.6090 may also be covered if they meet the physical description. Interested parties seeking inclusion on the annual inquiry service list must submit an entry of appearance in ACCESS within 30 days after publication, by October 18, 2026. Commerce will create the annual inquiry service-list segment in ACCESS within five business days after publication, which falls on September 25, 2026, and will finalize the list within five business days after the 30-day entry-of-appearance period. Petitioners and foreign governments must submit their initial entries of appearance for the first list, but do not need to resubmit annually after initial placement; they remain responsible for amendments.

Vietnam and Egypt rebar: 6.80% and 23.27% CVD orders
A 6.80% ad valorem countervailing duty rate applies to covered rebar from Vietnam, including Hoa Phat Group Joint Stock Company and all other producers or exporters. A 23.27% rate applies to covered rebar from Egypt, including the listed Ezz Group companies and all other producers or exporters. The orders are applicable September 18, 2026, and CBP must require cash deposits at those rates when estimated duties are normally deposited, while suspension of liquidation remains in effect until further notice. Assessment is on unliquidated consumption entries entered or withdrawn on or after January 13, 2026, except for the provisional-measures gap described below. The scope is rebar from Vietnam or Egypt in straight lengths or coils, regardless of metallurgy, length, diameter, or grade, including specified further processing in either a subject country or a third country. Plain rounds are excluded, and the written scope description controls over the listed HTSUS numbers. Entries made on or after May 12, 2026, and before publication of the ITC's final affirmative injury determinations are not subject to CVD assessment because provisional suspension ended; Commerce states that suspension and cash deposits resume on publication of the ITC determinations. The notice does not separately identify that publication date, so the exact resumption date must be confirmed from the ITC publication or subsequent Commerce instructions. Interested parties seeking placement on either order's annual inquiry service list must submit an entry of appearance in ACCESS within 30 days after publication of the order, which is October 18, 2026. Commerce will create the annual list segment within five business days of publication and finalize it within five business days after the appearance period; the list governs service of later scope-ruling applications and circumvention-inquiry requests. Petitioners and the Governments of Vietnam and Egypt must make their initial appearances for the first list but do not need to resubmit annually, subject to updating their appearances.

Rebar from Bulgaria, Egypt, and Vietnam gets AD orders with rates up to 136.57%
Antidumping-duty orders apply to covered steel concrete reinforcing bar from Bulgaria, Egypt, and Vietnam on September 18, 2026. The cash-deposit rates are 53.27% for Bulgaria; 34.20% for the listed Egyptian companies and all others, and 52.73% for El Marakby Steel and Suez Steel; and, for Vietnam, 123.49% for the specified Hoa Phat producers and exporter and 131.53% for the Vietnam-Wide Entity. The Vietnamese rates reflect subsidy offsets, and the 52.73% and 131.53% rates are based on adverse-inference facts available. The orders cover rebar in straight lengths or coils from the three countries, including specified further processing, but exclude plain rounds. The written scope controls over the listed HTSUS numbers. CBP will assess antidumping duties, on further Commerce instruction, equal to the amount by which normal value exceeds export price or constructed export price. Assessment reaches unliquidated entries entered or withdrawn from warehouse for consumption on or after March 13, 2026, except for entries from September 9, 2026, through the day before publication of the ITC's final injury determination; those entries are to be liquidated without antidumping duties. Suspension of liquidation and cash deposits resume on the ITC determination's Federal Register publication date. Commerce intends to continue suspension of liquidation until further notice and to require the stated cash deposits when importers ordinarily deposit estimated customs duties. Interested parties seeking inclusion on the annual inquiry service list must submit an entry of appearance in ACCESS within 30 days after publication, or by October 18, 2026.
