Organization broker license applications move to eCBP; paper submissions returned
Starting September 30, 2026, organization broker license applicants must submit all applications and associated fees through the eCBP portal. CBP will return applications hand-delivered, mailed, or emailed on or after that date for submission through eCBP. The change turns on when an organization license application is submitted: on or after September 30, applicants must use eCBP, while the notice does not state a new method for earlier submissions. Applicants use the same Login.gov account used for the Customs Broker License Exam; eCBP accepts credit and debit cards and provides electronic receipts without additional payment fees. Using eCBP does not improve an application’s processing position; submissions enter the existing queue.

2027 cocoa powder quota opens with a 2,313,000-kilogram restraint
The 2027 cocoa-powder tariff-rate quota opens October 1, 2026, with a restraint level of 2,313,000 kilograms for the quota period through September 30, 2027. Condiments and mixed seasonings: 689,000-kg 2027 quota

It is the fourth of four quarterly tranches in the additional 80,000-metric-ton 2026 allowance; each tranche is capped at 20,000,000 kilograms and administered first come, first served. UK automobiles: 27,621-unit Q4 quota and 7.5% in-quota tariff
The fourth-quarter quota for covered UK automobiles is 27,621 vehicles, including 2,621 unused vehicles carried forward from Q2; within that limit, automobiles otherwise subject to a 25% automobile tariff instead face a 7.5% tariff. The annual limit is 100,000 vehicles, and vehicles entered above the quarterly limit remain subject to all applicable tariffs. The quota period runs from October 1 through December 31, 2026. The 2027 quota for covered mixes and doughs opens October 1, 2026, with a WTO aggregate restraint level of 5,398,000 kilograms. Yokohama facility entries: liquidation suspended
Liquidation is suspended for all unliquidated entries of goods from Yokohama Tire Manufacturing Mexico’s Coahuila facility, effective September 25, 2026. USTR directed Treasury to suspend liquidation after filing a USMCA Rapid Response Labor Mechanism request; the suspension remains in place until further notice. (USTR) The dividing lines are the facility and liquidation status: all unliquidated entries of goods from the facility are covered, while entries already liquidated are outside the direction. The suspension is not limited to tires, although the facility produces tires. It lasts until USTR notifies Treasury that a condition in section 752(b) of the USMCA Implementation Act has been met; the direction sets no calendar end date. (USTR) Mexico has 10 days to notify the United States whether it will conduct the review, and, if it agrees, 45 days from September 25 to complete it. If Mexico determines that a denial of rights occurred, the request also asks Mexico to attempt remediation within 45 days of the request; these review steps do not change which entries are subject to the liquidation suspension.
